If memory serves me right the Bush-Cheney Energy Plan of 2001 contained provisions for domestic drilling for oil, building of nuclear power plants, coal fired and oil-fired power plants, and oil refineries. Shouldn't "earmarks" be debated in public and voted on by the Senators and/or Representatives? I thing we need a strong spotlight on earmarks hidden in pending legislation. Incidentally, Senator Reid's latest earmarks comments are basically invalid from a logical point of view.
